§ 1-15. Effect of repeal of ordinances and resolutions.

  • (a)

    The repeal of an ordinance or resolution shall not revive any ordinance or resolution in force before or at the time the ordinance or resolution repealed took effect.

    (b)

    The repeal of an ordinance or resolution shall not affect any punishment or penalty incurred before the repeal took effect, nor any suit, prosecution or proceeding pending at the time of the repeal, for an offense committed or cause of action arising under the ordinance or resolution repealed, nor any right acquired or liability incurred under any ordinance or resolution repealed.
